The Ministry of Commerce requires all regions, departments, and relevant associations to formulate specific policies and measures for accelerating the development of modern logistics in the area of ​​circulation according to the requirements of their opinions, and to report on the implementation of opinions before the end of June.

The "Opinions" pointed out that the main objective of the development of modern logistics in China's circulation industry is to use the period of five years in accordance with the national "Eleventh Five-Year Plan" for the development of the logistics industry, so that the total volume of modern logistics in the circulation sector will grow steadily, and the inventory turnover of the circulation industry will increase. Year by year, the ratio of logistics costs to GDP has been declining year by year; 10-20 companies have been able to provide comprehensive integrated services for circulation companies, and have initially become internationally competitive logistics companies; and the logistics and distribution capacity of chain enterprises has gradually improved. The function of logistics in the wholesale market has generally been enhanced; the quality, control ability, and effectiveness of modern logistics in circulation have been improved, and the degree of organization, intensification, and internationalization has been further enhanced, providing a better logistics environment for production and consumption.

The Opinions point out that the current major tasks and tasks are to establish a modern logistics concept, promote the internal logistics socialization of circulation enterprises, vigorously develop third-party logistics, and cultivate leading logistics companies; vigorously develop rural modern logistics and improve the integrated urban and rural logistics network; Strengthen the construction of cold chain logistics system to ensure the safety of fresh food consumption; Promote advanced and applicable logistics technologies, improve the modern logistics level in the circulation field; Adapt to the needs of economic integration, deepen the regional logistics cooperation at home and abroad; Improve the management of international freight forwarding industry and improve logistics enterprises International competitiveness; implementation of logistics demonstration projects will drive the overall level of modern logistics in circulation areas; strengthen basic work and promote the sustainable development of modern logistics in circulation.

In this regard, the "Opinions" put forward six specific policy measures. The state will increase policy support for modern logistics companies and logistics parks in circulation. Utilize China Development Bank's policy loans to support logistics companies with competitive advantages in regional and professional fields to purchase, construct, upgrade, and renovate their distribution center information systems, storage facilities, and cold chain equipment to support logistics with strong radiation capabilities. The park has upgraded and reconstructed storage facilities and information systems.

Increase policy support for fresh food logistics. The special funds for promoting the development of the service industry are used to support the construction of a logistics distribution system that ensures "reliable meat" and "reliable vegetables", and focuses on the input of facilities and equipment in distribution centers, and the input of cold chain transportation tools, cold storage and preservation facilities. Support the research and development of cold chain logistics technology, including refrigeration logistics equipment, refrigerated transport technology, fresh storage and new technology, as well as the introduction, pilot, promotion and application of cold chain technology. Support the development, transformation and construction of logistics and distribution information systems.

Increase policy support for the import of modern logistics technology equipment. The Ministry of Commerce and the Ministry of Finance shall, in accordance with the Provisional Measures for the Administration of Import Interest Subsidy Funds, provide certain support in the form of interest subsidy for importing modern logistics technologies and equipment listed in the Catalogue of Encouraging Imported Technologies and Products by means of general trade. .

Increase policy support for modern logistics demonstration projects in circulation. For projects included in the demonstration project, actively coordinate relevant departments and give certain policy support.

The "Opinions" proposes that in accordance with the commitment of the Chinese government to join the WTO, the logistics industry will be further opened to the outside world, the approval process will be simplified, and the auditing efficiency will be improved. Actively guide foreign investment in the logistics industry in the central and western regions and promote the development of logistics in backward areas.

Fully utilize the national modern logistics inter-ministerial joint meeting system and the regional logistics coordination mechanism, and actively negotiate with related departments to further improve the situation of taxation of logistics companies, cross-regional distribution of goods or services that the country permits to operate, and so on.
