According to data from the China Association of Automobile Manufacturers, from January to September this year, China’s new energy passenger vehicles sold 210,000 vehicles, a year-on-year increase of 122%. Among them, pure electric vehicles sold 145,000 units, an increase of 170%; plug-in hybrid vehicles sold 65,000 units, an increase of 60%. From 2009 to 2015, the cumulative output of new energy vehicles in China has reached 500,000, making it the world's largest new energy vehicle market.
Fang Yunzhou, deputy director of the Energy and New Energy Vehicle Center of Tsinghua University and chairman of Zhejiang Hezhong New Energy Automobile Co., Ltd., said in an interview with the Economic Daily that the world famous brands Tesla, Volanda, Fiske and domestic BYD, Brands such as Zotye have experienced electric vehicle fires. Such dangers are more likely to endanger the safety of occupants than traditional cars. It can be said that security issues are an important factor hindering the development of the electric vehicle industry.
In response to the safety of electric vehicles, a number of major automobile industry countries including China have formulated a series of standards and regulations. According to Yang Lixin, deputy director of the Industrial Standards Department of the National Standards Committee, the total number of national standards and industry standards for electric vehicles in China has reached more than 80, covering the whole vehicle, key assembly, interface and interface.
Many experts have pointed out that the current domestic electric vehicle safety issues are mainly reflected in battery use, material composition and charging safety. Unbalanced development of upstream and downstream industries and blind weight and weight of enterprises are the main factors causing these problems. In addition, there are loopholes in supervision and incomplete government policies.
Wang Binggang, senior engineer of China Automotive Technology Research Center and leader of the National Clean Vehicle Action Coordination Leading Group, believes that to ensure the safety of electric vehicles, safety requirements and standards must be strictly enforced in the production process. The safety of electric vehicles is designed and manufactured, and it is managed. Fang Yunzhou said that relevant enterprises in the electric vehicle industry chain must strictly adhere to quality links, innovative technologies, strengthen supervision and control, and fail to take the initiative. Relevant government departments should also gradually improve policies and regulations, introduce standards for regulating electric vehicle safety, and promote orderly, healthy and stable development of the industry.
According to Yang Lixin, in order to promote the improvement of China's electric vehicle industry standards, the National Standards Committee is currently organizing experts to participate in the identification of international standards for guiding circuits and control timing, battery replacement systems, etc., and to integrate China's technical solutions into international standards. “The National Standards Committee will establish uniform mandatory standards in areas involving public health, safety and environmental protection. At the same time, strengthen supervision and inspection and administrative law enforcement, and make standards become 'hard constraints' on quality.†Yang Lixin said.
