On May 10, 2007, Wuzhong Instrument Co., Ltd. was changed to Ningxia Yinxing Energy Co., Ltd. In August 2007, Ningxia Yinxing Energy Co., Ltd. retired Niu Chang'an as the project manager of Yunnan Xinhua Real Estate. On January 2, 2008, the company issued a power of attorney to authorize Li Jun to represent Ningxia Yinxing Energy Co., Ltd., and was responsible for the contract transfer of Moore Building and other projects. Non-state workers were found guilty of bribery and sentenced Li Jun to 6 years and 6 months’ imprisonment. The property was confiscated with 20,000 yuan; Niu Chang’an was sentenced to 3 years imprisonment, suspended for 5 years, and property was confiscated at 10,000 yuan. After the first instance verdict, Li Jun refused to accept the appeal.

After the trial of the Autonomous Region High Court, it was held that in the investigation stage, the public prosecution agency changed the “inquiry transcript” on May 1 and 2 to “interrogation transcript” on June 13 and asked Li Jun to stamp his fingerprints. The practice violates the continuation of objective facts. Therefore, the original “inquiry transcript” should be used to confirm the case facts. After receiving a phone call from the unit, Li Jun returned from the field on May 1 and went directly to the prosecution office to accept the inquiry after the plane was disembarked. On the same day, he admitted the fact of receiving 1.02 million yuan. The prosecution agency imposed criminal detention on Li Jun on May 3. Therefore, it was proved that Li Jun actively and directly surrendered himself to the prosecutor's office without being subject to "interrogation" by the procuratorate and taking compulsory measures. He honestly confessed his main criminal facts and confessed crimes with Wu Chang'an. According to the relevant laws and regulations, Li Jun thought that he had voluntarily surrendered himself and took the initiative to confess all the facts of the crime.
