Japan Reduces Energy Import Costs by Implementing New Strategy

The Japanese government will formulate a new resource assurance strategy this month. The new strategy will accelerate the development of the Arctic Circle and other Japan's involvement in oil and gas in later regions. It will also increase price negotiations through the development of new resources such as shale gas and joint procurement with South Korea. Japan's nuclear power plant has caused the fuel cost of thermal power to rise. The rise in electricity prices has become a heavy burden on Japan's economy. Japan wants to reduce the cost of importing resources by implementing a new strategy.

According to the Nihon Keizai Shimbun report, at the end of this month, Japan will hold a cabinet meeting attended by chief cabinet ministers, economic and industrial sectors, foreign ministers, and financial officials to formulate a new strategy for a period of about five years.

The key regions for Japan’s new resource development strategy are selected in the Arctic Circle, East Siberia, East Africa and Iraq. Due to the political turmoil in these regions and geographical distance from Japan, Japanese companies started later, but in the future, they will strengthen relations through diplomatic negotiations.

At the same time, Japan will also participate in the development of new resources. The main target is shale gas and shale oil, which are growing sharply in North America. The Japan Petroleum, Metal and Mineral Resources Agency (JOGMEC) will step up financial assistance to support the participation of international oil companies such as Di Shi and Nissho in participating in shale gas development in Canada. At the same time, JOGMEC is also exploring how to invest tens of billions of yen in its own development.

Japan's LNG prices for long-term purchase contracts have more than doubled since the second half of 2009. Reliance on supply in Asia and the Middle East is also one of the main reasons for high prices. Therefore, Japan wants to lower prices through additional procurement channels and joint procurement with South Korea.

In addition, ensuring the stable supply of rare metals is also listed as an important strategic policy. Japan will use the funds of JOGMEC to ensure the resources needed by the manufacturing industries such as automobiles and electromechanics.
