It has been nearly one year since the first batch of transport projects for the suspension of hang-ups was announced. The operational results of the suspension and transport trials have gradually emerged in the past year and a half. Operational efficiency has steadily increased, and energy conservation and emission reduction have achieved results. According to statistics from the Ministry of Communications, the actual load rate of cargo on the long-distance trunk line on the hook-and-hang transport line generally reaches about 80%, which is much higher than the average social level. The average unit transport cost of the drop-and-hook mode of transport is 10% to 20% lower than that of the traditional transport mode, and the energy consumption per unit of transport turnover has dropped by 15% to 20%. According to statistics, in 2011, 26 pilot projects led the whole society to save about 100,000 tons of standard coal and reduce carbon dioxide emissions by nearly 220,000 tons.

The policy environment needs to be improved At present, there are still problems such as unbalanced development, imperfect laws and regulations, incomplete support policies, incompatible market entities, and imperfect facilities and equipment in China's drop-and-hook transportation. These have become bottlenecks in the rapid development of suspension and transportation. Talking about the difficulties encountered in the operation of dumping and transport projects, Mr. Mei said: “The main policy environment is not very good.” This is also the most frequently reported issue of other pilot companies.

The operational characteristics of "fighting and hanging, free combination" of suspension and transportation are inconsistent with the current vehicle management system, especially the trailer insurance and trailer scrap.

“Implementation of suspension and transportation, tractors and trailers need to be freely combined, especially the free combination of tractors and trailers from different companies and regions. However, if the current policy is not clear enough, it will be judged as an illegal act from time to time by the relevant departments. Penalties," said a person in charge of a pilot company.

At the same time, the mileage of the trailer is low and the structure is simple. The number of inspections and the number of years of scrapping still comply with the same standards as other vehicles, which also brings inconvenience to the pilot enterprises. "In order to guarantee the effectiveness of the implementation of dumping and transportation, the state should study reducing the number of inspections of trailers and extending the number of years of scrapping," an industry source said.

Preferential policies for dumping and towing transportation tolls have yet to be implemented. Sheltered transport vehicles are basically international standard container vehicles or large-sized vans. Sheltered transport companies are also large-scale enterprises that operate on a large scale. They are large users of tolls and meet toll-preferential policies. The General Office of the State Council issued the "Notice on Further Promoting the Healthy and Stable Development of the Road Transportation Industry" in December last year, clearly requiring the effective implementation of relevant toll incentives for the vehicles that are recommended for the suspension of carriage, but this policy has not yet been put in place.

At present, the pilot projects for dumping and transportation are mostly limited to large-scale transport enterprises with strong capabilities. To expand the scope of promotion, funds and land use are also two major bottlenecks. According to reports, a tractor can be as low as RMB 2,000 to RMB 300,000, and as much as RMB 1 million, which is a huge expense for the general transport operators. At the same time, the dump truck captain is nearly 20 meters long. Stations can not achieve the hanging and hanging operation, and the general enterprises often lack sufficient funds to build enough stations. All these require the guidance and support of national policies.
