They have poor production equipment, poor technology, and no pollution control facilities, causing serious pollution to the surrounding environment. After the ban on the production of some POPs chemicals in the 1980s, most companies did not clean up production facilities and sites. The toxic and hazardous wastes that were cleaned up by individual companies were simply stacked outside the plant area. Most of the storage sites did not have protective measures, resulting in the generation of surrounding soil and groundwater. Serious pollution. In addition, the non-standard piling of waste residue and fly ash containing waste pesticides and two dioxin also exacerbated site pollution. With the urban economic development and industrial and product structure adjustment, especially after the end of the exemption period next year, a large number of POPs production and use enterprises will be gradually shut down or transferred. These POPs-contaminated production sites have become potential sources of pollution and have a great environmental risk.

Zhuang Guotai, director of the office of the Foreign Economic Cooperation Leading Group Office of the Ministry of Environmental Protection, pointed out that environmental risk management of POPs contaminated sites is a prominent environmental issue related to people's livelihood. The Ministry of Environmental Protection attaches great importance to this. Zhuang Guotai said that he hopes that international organizations and bilateral agencies will pay more attention to and pay attention to the problem of POPs contaminated sites.
